Job Summary

The HR Operations & Employee Relations Manager will serve as a hands-on HR partner to field and operational leaders across a growing, multi-state organization. Reporting to the Vice President of Human Resources, this role will provide guidance on employee relations, investigations, performance management, employment compliance, leaves and accommodations, workers’ compensation, and talent acquisition.

This position partners closely with senior leaders and HR colleagues to resolve complex people matters, strengthen HR programs and processes, and support a positive employee experience. The ideal candidate is highly collaborative, business-minded, comfortable handling sensitive issues independently, and able to balance strategic thinking with day-to-day HR execution.

Key Responsibilities


Employee Relations & Investigations

  • Partner with regional and executive leaders on complex employee relations matters, investigations, performance concerns, policy violations, and workplace issues.
  • Lead thorough and timely employee investigations, including interviews, documentation, system reviews, and investigation summaries.
  • Provide recommendations and guidance based on investigation findings.
  • Coach leaders on employee relations, performance management, disciplinary actions, and policy application.
  • Maintain appropriate confidentiality and documentation throughout the employee relations process.

HR Operations & Compliance

  • Serve as a trusted HR resource to field operations and business leaders.
  • Stay current on federal, state, and local employment laws and regulatory changes.
  • Partner with HR and Legal on employment law, policy, and compliance matters.
  • Ensure HR policies and practices are consistently and effectively implemented across multiple locations.
  • Maintain accurate and confidential employee information and documentation.
  • Identify opportunities to improve HR processes, programs, and service delivery.

Leave & Accommodation Management

  • Oversee complex leave requests and workplace accommodations in partnership with the Total Rewards and HR teams.
  • Support FMLA, ADA, disability, and applicable state and local leave requirements.
  • Partner with managers to implement appropriate accommodations and ensure effective communication throughout the process.
  • Help mitigate compliance and employee relations risk associated with leave and accommodation matters.

Talent Acquisition & Workforce Support

  • Oversee talent acquisition activities for an assigned region and partner with HR team members to ensure timely hiring support.
  • Help develop and maintain effective recruiting processes and practices.
  • Partner with leaders to understand workforce needs and support staffing strategies.
  • Ensure effective use of HRIS and applicant tracking systems.
  • Serve as a point of contact for applicable employment and workforce programs.

Workers’ Compensation & Employee Incidents

  • Oversee workers’ compensation matters and related programs.
  • Manage tracking and documentation of employee and customer/member incidents.
  • Identify trends and recommend opportunities to improve safety, compliance, and employee practices.
  • Partner with internal stakeholders to appropriately address incidents and mitigate risk.

HR Programs & Projects

  • Partner with HR leadership on the development and implementation of HR programs, policies, and practices.
  • Lead assigned HR projects and initiatives, managing scope, timelines, stakeholders, and deliverables.
  • Support employee onboarding, offboarding, and exit interview programs.
  • Translate broader HR policies and principles into practical solutions for individual business situations.
  • Anticipate potential business and employee impacts when making recommendations.

Team Leadership & Partnership

  • Train, develop, and oversee assigned HR team members.
  • Provide coaching, guidance, and support to HR professionals.
  • Build strong relationships with regional leaders, executives, and employees.
  • Partner with HR leadership and other HR functions to deliver effective people solutions.
  • Serve as a trusted advisor who balances employee experience, business needs, and organizational risk.

Minimum Qualifications

  • Bachelor’s degree in Human Resources, Business, or related field.
  • 10+ years of progressive Human Resources experience.
  • 10+ years of employee relations experience, including complex investigations and performance management.
  • 5+ years of experience managing leaves, ADA accommodations, disability, and related employment matters.
  • 3+ years of supervisory or team leadership experience.
  • Strong multi-state HR experience.
  • Demonstrated knowledge of federal, state, and local employment laws.
  • Experience partnering with executive and operational leaders.
  • Strong ability to independently assess complex situations and provide practical recommendations.
  • Proven ability to influence leaders and build strong relationships at all levels.
  • Strong written and verbal communication skills.
  • Excellent analytical, organizational, and problem-solving abilities.
  • Experience with HRIS systems required.
  • Intermediate Microsoft Office skills.
  • Experience in a multi-location, field-based, or operational environment preferred.


Work Environment

This role operates in a fast-paced, people-focused environment and requires regular interaction with leaders, employees, and HR team members across multiple locations. The position may require occasional travel to support business and employee needs.


Compensation & Benefits

  • Base Salary: $100,000 – $105,000 based on experience
