Job Description:

The client's Contracts and Procurement Department is looking to fill a Associate Contracts and Procurement Analyst role for an approximate period of 6 months with potential for conversion for fulltime hire based on performance and budget and would like to share the opportunity to see if you can support.


Role

Contracts Analysts support numerous concurrent procurements and work in close collaboration with project managers to obtain goods and services necessary for the agency’s programs, projects, and business operations. There are currently two open positions.


Overview of the Contracts and Procurement Program

Client conducts more than 65 solicitations on an annual basis and engages with the community and suppliers to maintain a competitive business environment. The 25+ member Contracts and Procurement Services team provides procurement and contract management expertise in areas such as professional services, construction, operational supplies, Architecture & Engineering services, and technology equipment and services, and is responsible for executing approximately 800 contracts each year, with a total value of more than of $300 million.


Job Responsibilities

  • Advise project managers regarding appropriate methods and strategies for acquiring a broad range of goods and services needed for agency programs, projects, and business operations; conduct research and propose options for conducting effective procurements.
  • Provide technical assistance to project managers with the development of solicitation documents such as Requests for Offers (RFOs), Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Requests for Information, and Invitations for Bids (IFBs).
  • Analyze scopes of work for thoroughness and completeness and identify potential legal or other risks; review and provide feedback regarding and technical specifications, project schedules, cost estimates, project budgets, insurance requirements, evaluation criteria, and other components of the solicitation package; coordinate the identification of Disadvantaged Business Enterprise (DBE) goals, as appropriate.
  • Coordinate advertising of solicitations, posting to electronic bid systems, and other outreach efforts.
  • Coordinate pre-proposal meetings; prepare meeting materials; serve as meeting facilitator; prepare meeting minutes and questions and answers from attendees; post summary information.
  • Review submitted proposals for responsiveness; perform cost analyses; facilitate Evaluation Committee activities regarding the evaluation, selection and recommendation process.
  • Assist project managers with the negotiation of contracts, review records of negotiation, cost proposals, and overhead rates.
  • Research, draft, and review various types of contracts and agreements, including amendments, task orders, and purchase orders; ensure binding documents are consistent with Client's guidelines and funding agency requirements; coordinate with the Office of General Counsel to execute contract documents with selected contractors/consultants.
  • Advise staff administering contracts on how to address vendor performance issues and apply contract terms to ensure vendor compliance; assist with the resolution of disputes and initiate corrective actions; administer revisions, terminations, and follow-up work.
  • Develop and maintain records, documents, and reports; gather information, perform analyses, and provide recommendations.



Experience and Qualifications

  • The minimum education, training, and experience qualifications include a bachelor's degree with course work in public administration, business administration, law, or a related field, and at least three years of professional contracts and procurement experience. A combination of education and recent work experience may be considered in lieu of the degree.
  • Experience facilitating the procurement of various types of goods and services; ability to review and provide guidance regarding scopes of work, technical specifications, project schedules, cost estimates, project budgets, insurance requirements, and proposal evaluation criteria.
  • Knowledge of the rules, regulations, and laws related to public agency contracts; experience with various types of public agency funding sources as it pertains to procurement requirements.
  • Experience analyzing and reviewing documents, data sets, and processes with a detail-oriented and analytical eye; experience preparing recommendations and reports for review and approval.
  • Experience researching and analyzing information and writing grammatically correct documents and editing the writing of others.
  • Ability to coordinate multiple concurrent projects at various stages of completion; ability to follow-up with employees and managers to keep procurements on track.
  • Experience with financial management, project management, and procurement software is desirable.
