Full job description
Reporting to the President and CEO and will be a member of the executive team, the Human Resource Manager will provide leadership for the human resource department staff of four that includes a Payroll Clerk, Benefits Coordinator, Human Resource Clerk and Training Director. In addition, this role oversees full compliance of the company as a specialty contractor, certified payroll and prevailing wage administration, a registered apprenticeship program, workers’ compensation, DOT administration, and multi-state employment across Illinois, Missouri, and North Carolina.
RESPONSIBILITIES:
- Provide leadership and ownership of the human resource staff for payroll, benefits, training, employee relations, and serve as the confidential channel for employee communication.
- Lead employee investigations, discipline consistency across crews and locations, attendance compliance, handbook compliance, and hiring and termination standards.
- Lead payroll function to include approval of rate changes, terminations, garnishments, PTO adjustments, prevailing wage certified reporting and Davis-Beacon compliance. Oversee per diem, mileage, and reimbursement programs.
- Managed Benefits and Workers’ Compensation to include; 401(k) plan sponsor duties, medical/dental/vision/life, COBRA, PTO, annual review cycle, monthly work compensation reporting, code verification, and year-end audit process.
- Lead full cycle hiring for field, shop and office positions, build pipelines for slate, tile, sheet metal, masonry, historic carpentry, and new North Carolina start up.
- Manage DOL registered apprenticeship and NCCER curriculum toward 15-20 active apprentices, track certification currency, coordinate safety training delivery with Safety Manager.
- Administer quarterly and annual reviews for (PerformYard) performance management program. Facilitate People Analyzer and GWC assessments driving towards 100% Right People, Right Seats.
- Build and maintain written company compliance calendar; EEO-1, ACA, OSHA 300A, and Form 5500 coordination.
QUALIFICATIONS:
Required
- B.S. degree in Human Resources, Business, or related field with equivalent experience.
- 5 -10 years of progressive HR experience leading HR function in a construction or manufacturing environment.
- Proven direct people management experience.
- Demonstrated experience personally leading full cycle workplace investigations.
- Working command of FMLA, ADA, FLSA, Title VII, COBRA, USERRA, and workers’ compensation.
- Certified payroll, prevailing wage, pension plan administration experience sufficient to own, audit, and defend submissions.
- Multi state employment compliance experience, registration, withholding, and posting requirements.
- Proven full cycle recruiting experience.
- Proven benefit and leave administration, including 401(k) plan sponsor duties.
- HRIS experience with strong data integrity discipline.
- Experience supporting a distributed, field based, or mobile workforce.
- Willingness to travel 3-5 business days per month to company offices in Fenton, MO, Raleigh, NC and active jobsites.
- Ability to identify and capitalize on growth opportunities through new products, services, and markets.
Preferred
- Construction, specialty trades, or field services industry experience.
- Registered apprenticeship administration (DOL and/or NCCER).
- DOT/FMCSA driver qualification and clearinghouse administration.
- SHRM-CP/SHRM -SCP or PHR/SPHR certification.
- Per diem, travel pay, and multi state travel taxation experience.
- Safety or EHS partnership, comfort on active job sites.
- Bilingual (English/Spanish).
- EOS experience – V/TO, People Analyzer, GWC, Rocks, Level 10 meetings.
- Familiarity with iSolved, Sage, or comparable integrated HRIS, payroll, and timekeeping systems.
