Proposal Manager

A well-established General Contractor in the San Francisco Bay Area is seeking an experienced Proposal Manager to lead strategic pursuits and drive winning proposal efforts across a diverse portfolio of complex construction projects.

This is a high-impact role that will partner closely with executive leadership, preconstruction, operations, and business development teams to shape pursuit strategy, improve proposal processes, and strengthen the company's position in competitive markets.

What You'll Be Doing

• Lead end-to-end RFQ, RFP, Design-Build, and negotiated proposal pursuits
• Develop win strategies, competitive positioning, and pursuit plans
• Facilitate pursuit kickoff meetings, strategy sessions, and executive reviews
• Write, edit, and oversee compelling proposal content that aligns with client requirements
• Coordinate cross-functional teams including operations, preconstruction, safety, legal, and executive leadership
• Prepare project teams for interviews, presentations, and shortlist meetings
• Track pursuit metrics, maintain proposal pipelines, and drive continuous improvement initiatives

What We're Looking For

• 7+ years of proposal management experience within construction, architecture, engineering, or professional services
• Proven success leading large, complex pursuits
• Strong understanding of public and private sector procurement
• Knowledge of construction delivery methods including Design-Build, CM/GC, Progressive Design-Build, and Best Value
• Exceptional writing, editing, communication, and project management skills
• Ability to influence stakeholders and collaborate effectively with executive leadership
• Experience with Adobe Creative Suite, Microsoft Office, CRM platforms, and proposal management tools
