Role Overview:

Avsar Construction is seeking an experienced Senior Project Manager II to lead and manage large-scale construction projects. This role involves overseeing project performance, resolving complex construction-related issues, and ensuring adherence to project schedules, budgets, and quality standards.


Key Responsibilities

  • Provide executive oversight for multiple complex construction programs and project teams.
  • Direct, mentor, and evaluate the performance of Owner Authorized Representatives (OARs).
  • Monitor overall program budgets, schedules, cost controls, quality, and risk management.
  • Resolve complex construction, contractual, and project delivery issues.
  • Review and approve major change orders, payment applications, and contract modifications.
  • Lead procurement planning, bid evaluations, and contract administration activities.
  • Coordinate with executive leadership, consultants, architects, contractors, and public agencies.
  • Develop and implement project management standards, procedures, and best practices.
  • Monitor consultant performance and oversee professional service agreements.
  • Ensure successful coordination among design, construction, safety, maintenance, and operational stakeholders.
  • Prepare executive reports and presentations regarding program performance.
  • Perform other leadership responsibilities as assigned.


Minimum Qualifications

Candidates must meet one of the following:


Option 1

  • Bachelor's degree in Architecture, Engineering, Construction Management, or a related field.
  • 20+ years of professional project or construction management experience.
  • At least 10 years managing major construction programs with individual project values exceeding $50 million.
  • Minimum 5 years of experience delivering educational facilities, public works, or large commercial construction projects.
  • A Certified Construction Manager (CCM) credential may substitute for the degree requirement.


Option 2

  • 25+ years of professional project or construction management experience.
  • At least 20 years managing major construction programs with project values exceeding $50 million.
  • Minimum 5 years of experience delivering educational facilities, public works, or large commercial construction projects.
  • Degree and CCM certification are preferred but not required.


Preferred Qualifications

  • Previous experience working for a General Contractor.
  • Design-Build project experience.
  • Experience utilizing Building Information Modeling (BIM).
  • Experience with LEED and/or CHPS-certified projects.
  • Experience with California Division of the State Architect (DSA) projects.
  • California Registered Architect or Professional Engineer license.


Desired Skills

  • Executive-level leadership and organizational management.
  • Advanced expertise in public works construction program management.
  • Strong contract negotiation and dispute resolution skills.
  • Extensive experience managing multiple project teams simultaneously.
  • Excellent executive communication and stakeholder management abilities.
  • Expertise in cost control, scheduling, quality management, and program governance.
  • Proficiency with Primavera P6, Microsoft Project, Bluebeam, Procore, and Microsoft Office.
